(ii) the rebuilding of a capable and viable state, with legitimate and effective governance institutions, and (iii) putting in place economic and social programs that will enhance the delivery of social and economic services to the populace. The main objective of the conference is to help the Somali government and development partners address the pertinent challenges the country faces and set priorities to effectively contribute to the recovery and rebuilding of a stable and peaceful country.

The main objectives of the HESPI economic conference are:

• To provide support to the new government of the Federal Republic of Somalia in its endeavours to plan, formulate and implement a coherent program for the rebuilding of a capable state and effective institutions for the recovery and reconstruction of the country;

• To contribute to the thorough assessment of the country’s priority needs, building on the efforts of the efforts of the transitional Federal Governments of the past decade, and research on current developments;

• To foster dialogue that promotes the exchange of ideas and new thinking among policy makers and the country’s development partners;

• To promote and enhance research on economic and other policy issues related to the recovery and development of the Somali economy.

The Topics to be discussed addressed at the three days conference will address the following issues and challenges facing Somalia:

• Delineating the priority programs of the country during the reconstruction and recovery process, and in particular formulating the Somalia Current Needs Assessment;

• Assessing the role of visionary leadership in the formulation, design and pursuit of the establishment of accountable, effective and appropriate public institutions, couched on sound public financial management principles- absolute prerequisites for stability and development;

• Examining governance institutions, policies, and instruments in order to align them with recovery, development, justice and equitable gains for all stakeholders, under Federal government settings and structures;

• Appraising the role of the private sector in the reconstruction and rebuilding process;

• Mapping out a strategy for youth employment as stakeholders in peace and reconstruction in Somalia;

• Financing of the recovery programs and reconstruction projects in Somalia with a clear roadmap of implementation modalities and the role therein of donors and the international community.

The submission of papers and time frame. The following import dates will guide participants and experts preparing commissioned studies or submitting papers for the conference:
• Papers abstract and bio submission July 25th , 2013

• Notification of Acceptance August 5th, 2013

• Submission of papers for presentation August 16th, 2013

• Conference dates August 26-28, 2013

• Submission of revised manuscripts September 16th, 2013

Expected outputs of the conference: A Conference rReport will be prepared to distil the key findings and messages from the conference papers and keynote speeches to assist the federal Government of Somalia in planning and formulating its near- and medium term strategy for reconstruction and institution building. Also, the conference proceedings containing selected papers among those presented at the conference will be published on line and possibly as a HESPI publication.
